Poor Sound Control on C-Span 2

Most of the tv channels we get--Suffolk County, Long Island, New York, Cablevision--have fairly good sound control. When you switch from one channel to some other channel, the sound in most cases will be at about the same level. But this is not true of C-span 2. The sound on C-span 2 is about one-half the level on C-span and most other channels. I don’t know whether this is caused by Cablevision or C-span 2.

But many other channels have more sound level variation than is desirable. Do any standards cover sound level from channel to channel?

To add a little to the post--

It's amazing how bad some tv sound tracks can be. "Law and Order", for example, loves to swell the sound at every dramatic moment, with the apparent intention of drowing out the voices of the actors. Youre succeeding "L & O".

Another wonderful gimmick to cast an actor with an accent so weird that his words are incomprehensible. Or even better, combine a weird accent with mumbling plus a low sound level. That'll do it.
